Our Mission.

As described more fully in other sections herein, Community Improvement Districts are crucial tools used in most Downtown neighborhoods around the country, and most vibrant urban centers in St. Louis, to supplement the services and management provided by municipal governments.

                At their best, CIDs help transform urban neighborhoods as they focus on ensuring public safety, keeping the street and sidewalks clean and orderly, promoting beautification, upgrading infrastructure, maintaining vibrant streets through programming like outdoor cafes and events, and otherwise promoting and improving Downtown areas. At their worst, CIDs fail to achieve meaningful progress while absorbing scarce property tax and sales tax revenues.

                The mission of Citizens is to ensure that Downtown St. Louis has a community improvement district in place for the long term that is truly effective at continuing the transformation of Downtown St. Louis, utilizing national best practices related to transparency, accountability, organizational efficiency, staff competency and otherwise.
